In a significant elevation of bilateral ties marking the 70th anniversary of diplomatic relations, Prime Minister Narendra Modi concluded a high-impact official visit to the Sultanate of Oman. The visit, hosted by His Majesty Sultan Haitham bin Tarik, solidified the "multifaceted strategic partnership" between the two maritime neighbours, headlined by the signing of a Comprehensive Economic Partnership Agreement (CEPA) and the adoption of a long-term Joint Vision Document on Maritime Cooperation.
The visit builds on the momentum established during Sultan Haitham bin Tarik’s state visit to India in December 2023, reflecting deep synergy between India’s goal of "Viksit Bharat 2047" and Oman’s "Vision 2040."
CEPA to Unlock New Economic Opportunities
The cornerstone of the visit was the signing of the India-Oman CEPA, termed an "important milestone" in the economic relationship. Leaders from both sides expressed confidence that the pact will significantly boost economic growth, create jobs, and enhance investment flows by reducing trade barriers and creating a stable framework. The agreement is expected to unlock opportunities for Indian private sectors across major economic pillars in the Gulf nation.
Building on the CEPA, both nations emphasized the potential for diversification in trade, particularly in textiles, automobiles, chemicals, equipment, and fertilizers.
Recognizing India as one of the world's fastest-growing emerging economies, the leaders noted strong interest in investment opportunities across infrastructure, technology, manufacturing, food security, and logistics. The past success of the Oman-India Joint Investment Fund (OIJIF) was highlighted as a model for future investment promotion.
Strategic Alignment on Maritime Security and Defence
Reflecting their shared status as key maritime neighbours in the Indian Ocean Region, Prime Minister Modi and the Sultan adopted a "Joint Vision Document on Maritime Cooperation." This document underscores a shared commitment to regional maritime security, the Blue Economy, and the sustainable use of ocean resources.
Both sides commended deepening defence cooperation and agreed to enhance joint exercises, training, and high-level visits to maintain regional stability. A critical focus will be undertaking joint initiatives to prevent maritime crimes and piracy by enhancing maritime domain awareness and information exchange. Highlighting shared traditions, the upcoming maiden voyage of the Indian Naval Sailing Vessel (INSV) Kaundinya to Oman was noted.
Energy Transition and Future Frontiers
Energy cooperation received a significant push toward the future. While expressing satisfaction with existing energy trade, both sides agreed on the vast potential for expansion. A key focus was placed on new and renewable energy, with both nations expressing keenness to collaborate on Green Ammonia and Green Hydrogen projects, aligning with their respective sustainable energy goals through joint investments and technology transfer.
Growing cooperation in technology, including IT services, digital infrastructure, and space applications, was also noted.
A United Stance on Regional Geopolitics and Gaza
In a significant diplomatic development regarding regional stability, the two leaders discussed the situation in West Asia. They expressed deep concern over the humanitarian situation in Gaza, calling for safe aid delivery. Notably, the Joint Statement welcomed the "signing of the first phase of Gaza Peace Plan" and reiterated support for it. Both sides reaffirmed the need for a just and lasting resolution through dialogue, leading to the establishment of a sovereign and independent Palestinian state. They also unequivocally condemned terrorism in all its forms.
Strengthening the "Living Bridge"
Prime Minister Modi conveyed deep appreciation to the Omani leadership for ensuring the welfare of the vibrant 675,000-strong Indian community in Oman, which the Sultan acknowledged for its valued contribution to the Sultanate's development.
The visit also saw the signing of several other key MoUs aimed at strengthening institutional and people-to-people ties:
- Agriculture: An MoU and an Executive Programme on millet cultivation were signed to advance agricultural science and food security.
- Education & Culture: An MoU on Higher Education was signed to facilitate student and faculty exchange. Discussions are underway to establish an Ayush chair and an ICCR Chair of Indian Studies at Omani universities.
- Heritage: An MoU regarding Maritime Heritage and Museums was signed to enable joint research and exhibitions.
- Business Ties: A cooperation agreement between the Oman Chamber of Commerce & Industry and the Confederation of Indian Industry (CII) was finalized.
